History
The city of Chicago has been infamous for organized crime since before the time of the notorious Al Capone. The mob, which ruled over Chicago for decades, eventually fell under the rule of the ambitious boss, Antonio Seghetti. Seghetti seized control of the majority of the mob and his ruthlessness enabled him to remain in that position for years.
Unfortunately for Seghetti, Chicago was becoming a hot bed for “freak” (mutated and/or super powered beings) activity. The newly settled super-powered “freaks” created their own crime networks that began cutting into Seghetti’s mob activities. With the aid of his lieutenant, Sebastian Khan, Seghetti sought a way to maintain his control of Chicago over the “freaks” by having a weaponized suit of armor built to compensate for his lack of super-powers. Khan worked with the CyberData organization to create the suit of armor for his employer and friend. With the armor covering him head-to-toe, Seghetti took on the moniker of Overlord.
Using fear and intimidation, Overlord recruited rebellious freaks to join the ranks of his revitalized crime cartel, now dubbed the Vicious Circle. The Vicious Circle’s power and influence grew as they eventually replaced all other Chicago mob factions as the ruling crime syndicate over Chicago by the early 1990s.
For almost 30 years of it’s existence, the Vicious Circle survived much in-fighting, with splintered groups and internal power plays. Over this period, the Vicious Circle had over ten leaders, with most of them, including Seghetti, slain in either a power struggle or from other consequences of their life in crime. Many of the rank and file members of the Vicious Circle that joined at it’s inception had been killed, with most surviving members past their prime and looking to retire. In addition, the teenage/young adult offspring of some original members had joined the ranks.
The Vicious Circle took a big blow in 2020, when Chicago authorities carpet bombed the city with Bellco Chemical’s Freak Out drug. This operation depowered many of the gang members. A fraction of the Vicious Circle members, under the leadership of Dart II, escaped the bombing and fled to Toronto. As they did in Chicago, the Vicious Circle used their super-powers to defeat rival Toronto gangs for control of the city. By 2022, gang wars and clashes with authorities had taken a toll on the organization. When Dart II was shot and killed by the Toronto Police, the weakened Vicious Circle once again fractured into groups vying for control. At this point, Malcolm Dragon and Paul Dragon struck at the remaining members hoping to put the final nail in the coffin of the Vicious Circle. While Malcom and Paul attacked, Mako II also entered the fray against the Vicious Circle, as he felt that they betrayed him. Mako II murders many of the remaining Vicious Circle goons and the battle ends when the building they are occupying collapses as result of the fighting. As Paul and Malcolm climb out of the rubble, it appears this is the Vicious Circles final battle as only few scattered members survived.
The remaining scattered surviving members are eventually captured one-by-one by North Force until only Samurai remained at-large. Samurai is killed in a battle with Malcolm Dragon when her breathing mask apparatus is knocked of her face and she appears to rapidly age a die.
In the aftermath of the Vicious Circle’s final battle, Professor Pugly collected the bodies of slain members to create an undead army he dubbed Frankenstein Force. This legion of the undead were created using the body parts of numerous fallen Vicious Circle thugs and controlled via a remote control. Roughneck, a Vicious Circle survivor, was chosen by Professor Pugly to lead Frankenstein Force. Roughneck decided he wanted all the power to himself and seized the control device as his new followers brutally tore apart the helpless Pugly. With an army behind him, Roughneck raided the hideout of a group of super-freaks and declared himself the new leader of the Vicious Circle. When his would-be new recruits point out that the criminal organization is no more, Roughneck orders Frankenstein Force to slaughter them all. The Canadian, who was listening in disguise, leapt into action and knocked out the surprised Roughneck. The Canadian then grabbed the remote control and deactivated the zombie army.
