Howard Niseman was a huge, bigoted bully of a man that also happened to be a dedicated police officer. His personal beliefs caused him to brutally beat an innocent black man which nearly caused him to be kicked off of the force. When Dragon was recruited onto the Chicago Police Department, Niseman resented the fact that he was no longer the force’s biggest officer. His hatred of freaks simply increased the ill feelings that Niseman had for his new colleague.

During Dragon’s possessed rampage throughout Chicago, Niseman was one of the few of his fellow officers that had no problem with opening fire on him. He ended up receiving a broken arm during the exchange, an injury that prevented him putting up more of a fight when he was abducted by Octopus whilst searching for the villain. Dragon rescued Niseman, a fact that upset him almost as much as being taken in the first place.

When the Chicago Police Department were charged with the task of evicting a tribe of freaks from the city’s underground, Niseman relished the opportunity. He ended up viciously beating a freak named Oscar, putting his victim in hospital. An excessive violence charge was brought against Niseman. He put aside his prejudice over his partner’s homosexual nature to request aid from Phil Dirt as a character witness.

Phil Dirt had been injured by Mako and was now succumbing to the A.I.D.S virus. Niseman’s loyalty to his partner, despite his own feelings about his sexual preference, had him try to steal vials of Dragon’s blood from Hillman Hospital. When he could not bring himself to commit a crime, Niseman actually turned to Dragon for help. His blood sadly caused Phil to explode violently whilst riding along in Niseman’s truck. Oscar later was killed when he awoke in hospital and killed another officer, resulting in Niseman’s case being dropped by the authorities.

After Dragon had been removed from the police force, She-Dragon was recruited as his replacement and she got assigned Howard Niseman as a partner. Their uneasy relationship improved greatly over the years and after the second Nega-Bomb was detonated, Niseman ended up marrying the now human She-Dragon.

However, Dragon ended up in another reality and his original world ended up getting consumed by Universo. Niseman was not married to She-Dragon here but was still a member of the Chicago Police Department. He left the force when CyberFace ruled over the world but returned shortly after his removal from power. Years later, Niseman was actually the first to welcome Dragon back onto the force. He soon died though when the OverLord armour was activated from afar, annihilating the precinct and killing all of the human officers within.
