History

James Stewart was the captain of the Chicago Police Department when Dragon was inducted onto the force. He was instrumental in the formation of the Freak Force program that saw Dragon joined by fellow heroes such as Barbaric, Rapture, Dart and Horridus. This unit soon left the force when Stewart was forced to place numerous restrictions on the team, prompting them to become bounty hunters.

When CyberFace was arrested and a deal was struck with him to help bring down OverLord, a squadron of Vicious Circle killers were dispatched to the precinct to eliminate the incarcerated villain. Captain Stewart was present during this raid and was killed by Volcanic’s lava stream.
