History

When the Chicago Police Department were ordered to remove the Underground Freaks from Chicago’s subterranean region, one of the superhumans was put into a coma by Howard Niseman. Oscar was cared for at Hillman Hospital until he awoke, panicked by the sight of police officers standing guard over him. He fired an optic beam that killed one of those officers, Gary Carter.
